Before joining Monarch, Anna worked independently as a bid development consultant, maintaining an impressive 80%+ bid success rate. Her previous roles include seven years at Citizens Advice, where she managed complex tenders and grants, and positions at Databuild Research & Solutions, where she combined market analysis with bid management to win research and evaluation contracts across the UK and Australia.
Anna’s early career at the Big Lottery Fund (now The National Lottery Community Fund) gave her valuable experience in funding policy and learning, including managing large-scale initiatives like A Better Start, a £215 million early years investment programme.

As Head of Business Development Operations at Monarch Market & Bid Development, he leads on strategy, public procurement consultancy and bid development, ensuring that clients benefit from well-structured, impactful approaches to securing new opportunities.
APMP-certified to Practitioner level, Matthew combines strategic thinking and market insight to deliver results for medium-sized enterprises, VCSEs, schools, and social care providers. His professional background covers leadership roles in both voluntary and statutory sectors, which gives him a broad understanding of service development, partnership working, and the challenges faced by mission-driven organisations. Earlier positions at Bolton Council saw him develop commissioning strategies, lead multi-million-pound funding bids, and spearhead initiatives in adult social care, community regeneration, and cultural development.
Matthew’s early career included several managerial roles within the Citizens Advice network, where he focused on maximising funded services, income generation, and capacity-building for local communities. He holds postgraduate qualifications in health and social care commissioning, third-sector commissioning, and social research. He also holds Cabinet Office certification in the application of the Procurement Act 2023.
