As Head of Business Development Operations at Monarch Market & Bid Development, he leads on strategy, public procurement consultancy and bid development, ensuring that clients benefit from well-structured, impactful approaches to securing new opportunities.
APMP-certified to Practitioner level, Matthew combines strategic thinking and market insight to deliver results for medium-sized enterprises, VCSEs, schools, and social care providers. His professional background covers leadership roles in both voluntary and statutory sectors, which gives him a broad understanding of service development, partnership working, and the challenges faced by mission-driven organisations. He specialises in the application of AI to business development processes, public procurement law, market positioning, proposal writing and partnership brokerage, with an 87% average annual win rate and annual contract values exceeding £150 million.
Prior to joining Monarch, Matthew spent almost 12 years at Citizens Advice, where he managed national and regional proposals for legal, health, and social care contracts worth approximately £135 million per annum. In this role, he provided consultancy and training to a network of 250 independent charities, supporting service innovation, bid preparation, and outcome framework development across diverse contract areas such as health, advice, and advocacy. Earlier positions at Bolton Council saw him develop commissioning strategies, lead multi-million-pound funding bids, and spearhead initiatives in adult social care, community regeneration, and cultural development.
Matthew’s early career included several managerial roles within the Citizens Advice network, where he focused on maximising funded services, income generation, and capacity-building for local communities. He holds postgraduate qualifications in health and social care commissioning, third-sector commissioning, and social research. He also holds Cabinet Office certification in the application of the Procurement Act 2023.
